An evaluation checklist for mission-ready data

JADC2 is transforming how the Department of War connects and uses data across services, operational domains, and mission partners. The goal: integrate data from sensors, platforms, intelligence systems, and other mission sources to give commanders a more complete operational picture and a tactical decision advantage.

But connecting systems isn't enough. Mission data must move securely across domains and environments while preserving the context, lineage, permissions, and governance that make it trustworthy. It must also be accessible and actionable at mission speed.

Use this checklist to see if your data platform is up to the challenge.

1

Connect distributed mission data

Because JADC2 mission data lives across legacy systems, clouds, data centers, tactical platforms, the edge, restricted networks, and partner environments, look for the ability to:

Connect structured, unstructured, and streaming data from disparate mission systems and sources.

Operate across data centers, public and private clouds, sovereign environments, and the tactical edge.

Access and analyze data where it resides without unnecessary data movement.

Integrate legacy and future systems without requiring wholesale replacement or locking the organization into a closed architecture.

Support DDIL, restricted, and airgapped environments.

Ask the vendor:

Can we connect and analyze data across existing systems today while retaining the flexibility to integrate new technologies and architectures as mission needs evolve?

2

Move and process data at mission speed

JADC2 requires infrastructure that can ingest, process, correlate, and connect the dots across sources quickly enough to make data accessible and actionable at mission speed. Look for a platform that can:

Ingest and integrate high-volume, all-source data in near real time.

  Process real-time and streaming data.

Normalize and correlate information across systems and domains without manual handoffs.

Deliver current information to authorized users and applications with minimal latency.

Scale with increasing data volume, velocity, sources, users, and mission demands.

Ask the vendor:

Can the platform maintain speed and scale under real-world mission conditions?

3

Preserve context, lineage, and trust

Access alone doesn't provide operational clarity. Operators need data veracity: Knowing where information came from, what happened to it, how current it is, and who is authorized to use it. Evaluate whether the platform can:

Maintain end-to-end data lineage and provenance.

Preserve metadata, context, and source corroboration as information moves between systems.

Show when data was collected or last updated.

Track transformations and dependencies throughout the data journey.

Help users assess the trustworthiness of data and AI-derived insights.

Ask the vendor:

Can operators quickly verify the origin, freshness, transformation history, and permissions associated with mission data?

4

Apply security and governance everywhere

Information must remain protected and appropriately accessible as it moves across systems, domains, and environments. A mission-ready platform should:

Apply consistent security and governance policies across hybrid and distributed environments.

Enforce granular, identity-, attribute- and policy-based access controls.

Maintain governance throughout the data lifecycle.

Support data sovereignty and residency requirements.

Provide auditability for regulated and classified environments.

Ask the vendor:

Do security and governance controls follow the data wherever it goes?

5

Support interoperability across mission partners

CJADC2 adds more mission partners, systems, classifications, policies, and operational constraints, increasing the challenge of sharing trusted data across boundaries. The platform should:

Support open standards and interoperable data architectures.

Enable trusted data sharing across services, domains, and coalition partners.

Preserve appropriate controls across organizational boundaries.

Accommodate different security, governance, and access requirements.

Scale from individual programs to joint and coalition data ecosystems.

Ask the vendor:

How easily can the platform architecture integrate the next service, system, domain, or coalition partner without creating a data silo?

6

Operationalize AI anywhere

As AI plays a greater role in mission-critical decision-making, mission owners and commanders need to bring AI to their data wherever it lives and scale it without sacrificing control, security, governance, or deployment flexibility. The platform must be able to:

Keep sensitive mission data, models, prompts, and outputs within trusted, controlled environments.

Bring compute to governed datasets and ensure model inputs/outputs never leave the mission environment.

Ensure AI is grounded in trusted, governed, high-quality data.

Apply AI guardrails that govern model and agent behavior, including what data they can access, actions they can take, and outputs they can generate.

Build, deploy, and scale AI models, agents, and applications that move seamlessly between environments without rewrites or migrations.

Support open-source and proprietary models and tools without vendor lock-in.

Ask the vendor:

Can the platform run AI on governed mission data across environments while maintaining control and flexibility over data, models, and deployment?

If your data platform doesn’t check the boxes, it may be time to rethink the data foundation supporting the mission.

Achieve Information Dominance

Cloudera provides the foundational data and analytics platform for JADC2, enabling defense organizations to capture, ingest, and analyze data from any source in near real time. Cloudera cleans, standardizes, and enriches that data to create a cohesive, trusted operational picture, while AI-driven anomaly detection and advanced analytics help identify threats, predict outcomes, and enable a coordinated, decisive response across the battlespace.

It’s not just about faster communication. It’s about decision superiority.
