Defense organizations collect billions of data points across thousands of disparate sources, including sensors, aircraft, ships, satellites, logistics systems, intelligence platforms, cyber tools, and field personnel. Joint All-Domain Command and Control, or JADC2, is the Department of War’s framework for improving how information is shared and used across military services, operational domains, and mission partners, so commanders and warfighters can gain a clearer view of the operating environment and orient, decide, and act faster than their competitors.
To realize the promise of this framework, information must move across platforms, security domains, and operating environments, all without losing the accuracy, provenance, permissions, or context that make it trustworthy. Defense agencies are implementing the JADC2 framework across decades of existing technology. Organizations must operate across a diverse ecosystem of legacy and modern technologies.
Systems that support essential missions need to retain historical context and keep workloads close to sensors and operational units. Protecting sensitive information and operating within environmental and policy constraints further limits where data can be stored and processed.
Additionally, data exists across many environments, including data centers, clouds, tactical platforms, edge locations, and restricted networks. Because each environment operates differently, organizations must account for varying technical capabilities, security classifications, governance policies, and access requirements.
And moving every dataset into one centralized environment isn’t a viable option. It introduces risks and latency while requiring significant time and resource investment. Additionally, keeping information isolated makes it harder to build a shared view of the mission, often forcing personnel to manually manage information before they can act.
The Government Accountability Office describes this as a “swivel chair” model: personnel receive information through one system, assess it manually, and then transfer or communicate it through another. This slows information sharing and creates opportunities for error, reinforcing the need for automated data sharing among existing systems.
A viable JADC2 architecture must work across existing environments while applying the appropriate controls to each dataset. Rather than requiring agencies to reorganize or relocate mission-critical data, it should allow them to connect and analyze distributed information where it already resides.
